Ein Breitbandzugang im Sinn dieser Statistik ist ein verfügbarer T-DSL-Zugang mit einer Datenrate in Empfangsrichtung von mindestens 1 MBit/s. Diese Mindestanforderung an einen hinreichenden Breitbandzugang ist Konsens in der öffentlichen Breitband-Debatte und stellt gleichzeitig die Meßlatte für die öffentliche Breitbandförderung dar.
